On his website he says the tuning is open D with third fret capo, which comes out to F. It's a tuning he's handy with as in River Song and Panama Limited and if set up your guitar the same you can play right along with him. I recommend his video to learn more about this tuning.

Tom got some serious help with this arrangement I think. But then again it does have his sound. Perhaps he worked it out himself. Quite good.
