The verse you had quoted is revealed at the circumstance where the muslims
were preparing for a war.Ofcourse during a war; we have to treat our enemies
with out mercy.And that should be the advice given to the soldiers.
For e.g- what is Bhagavatgita?Its the advice of lord Sreekrishna to Arjun
