The value that you read on the flashlight (390 nm) is the wavelength of the light measured in nanometers (nm). The range of visible light is from about 400 nm (almost ultraviolet) to about 550 nm (almost infrared). Anything below 400 - ultraviolet- and above 550 - infrared - cannot be seen by the naked eye.
Thats so funny about the hotel. I will have to look for this next time in ACE. I really should have one being in LE. I actually have a small pen light one.
