You commented in wrong video. No released copy of this romhack was passable on wily stg. 3. The only time I have seen otherwise is in a video here on YT. Because the level still looks messed up but is now passable in that particular vid, I think it's safe to deduce there was a level edit done by someone else (NOT the hack author) for the sake of that video.
