do the button combonations stay the same each time you play a level? or do they change. if they stay the same does that mean you remember what they are which is why you can manage do do them so fast?

The Quick Time Events in this stage are randomized. They're different each time you play it.

My guess is that SEGA ran out of time. If I remember correctly, some gaming convention somewhere showed the Empire City stage for the Wii version.
