I just have it set up so that it's hidden until I bring the cursor low enough on the screen. On Windows XP (probably other versions too, but I haven't really had the chance to try them), right-click on that bar, left-click properties, and then click on the option "Auto-hide the taskbar" so that the option has a check in its box, then Apply and/or OK.

Actually the reason I don't have to exit is that I keep Spore in window mode, rather than fullscreen. It's in the graphic settings, I believe. If you want to fill the screen even in window mode, you just set the window size to the same setting as your screen resolution (which can be found by right-clicking any blank spot on the desktop, then left-clicking Properties, then Settings, in case you were wondering). Once you have it set up, you can move the window wherever you want.
