He is at the "National archives" if I remember correctly (Mind U, it was a few months since I played the game now so I might be mistaking) If U go to the "National preservation society" in "Rivet city" U can get the quest "Stealing independence" from the curator. If U accept, U´ll get a compass marker pointing to the place. Have fun:)

It´s pretty close to the rangers compound. U´ll hear a voice over a speaker, warning U not to get close. U can find a complete map at wikipedia if U have trouble finding the place. Good luck.

I think that I found it in cellar of the White house ( not in museum - in museum you can find some another things - e.g. how you wrote: lincolns gun and... - I sold these things to one slaver and then I killed some escaped slaves - viz. my playlist )
