It's supposed to. It probably makes more sense in the visual novel than in the anime, but there's a reason the story resets.

The first is called "Higurashi no naku koro ni" the second " Higurashi no naku koro ni kai" and the third is the shortest and is calles "Higurashi no naku koro ni rei" And if you watch the secon season you will figure out pretty fast , why the story is resetting all the time .
