No you can't if you catch it at the start you will be looking for the other two instead.

Ampharos already has thunderbolt, less power but more accuracy and pp. He doesn't need thunder. So it's not THAT surprising not learning thunder.

you first bring only one pokemon the strongest in yur team

then go catch quilava then loose

catch bayleef then loose

catch crocnaw then win and u get all three

So how exactly do you decide which "Johto starter" (Quilava-Bayleef-Croconaw) to snag in the main story before you can start chasing the other two?

There are 3 Peons in Phenac at One point, A Red One, A Green one and a Blue one. Quilava - Red, Bayleef - Green, Croconaw - Blue. You only get to battle one of them, So Thats the starter you get.

AND! You can get all three. IF you snag them early, and lose each battle except the final of the three, you'll move on and have all three starters :O
