Let Venom and Carnage be the main villains for spiderman 4 and give an ending plot for lizard and show the sample of the symbiote connors has escaping during his lizard transformation. at the end of the movie,Brock jr is once again separated from the symbiote,but connors sample find it's way to Brock jr turning him into Venom again

An interesting idea would be to say that the symbiote protected Brock from dying from the explosion. the skeleton seen during the explosion could have been the symbiote instead of Brock jr.Now if they say something like that for spiderman 4 and the police found brock jr knocked out somewhere and alive,they could arrest him and have him share a cell with Cletus Kassidy.And 2 separated pieces of the symbiote escaped from the roof to find brock jr and Cletus kassidy to bond with
