No. The starter doesn't have the proper components. You need a transformer that is able (by means of a coil) to ramp up the voltage to a high level while keeping the amperage (relatively) low. A starter is an electric motor, not a transformer

If you want to use it, read everything you can find on HV safety and about MOTs. It could work, but NSTs are much safer (lower current), and provide higher voltage. Call up local neon stores, you might be able to get a used NST for 20-30 bucks.
