Today without a doubt yes. But up until the early nineties no.

Classic rock in 70's, trash metal & heavy metal and hard rock back in the 80's etc... I think. European bands dominate black and death metal at least I'd say.

Finland has power metal bands like Stratovarius, doom/death/goth(or w/e) bands like Sentenced, pagan/viking metal bands like Moonsorrow, even some black and death of course, then there's nightwish.. and well him back in the day had a heavy sound.. (see 1st album)

I think the only major metal genre Finland lacks in is good ol' standard Heavy Metal.
