I can't imagine the government being actively involved in a cover-up. They simply deny everything. When deceptive stories are implemented, that is an indicator of military involvement. Misinformation and propoganda is how the military controls information. So, if there is a cover-up, it is likely handled by a select few government officials (not elected) and the military.

All these are just speculations... There is no exact evidence about UFO and the nearest planet similar to earth is about 21 light year. Suppose we have the technology to go there and discover intelligent life there... Wouldn't be logical to make a contact with them openly? I read the MJ12 documents and they seemed poorly written and organized. Plus, if I remember correctly, these documents were distributed by microfilm to a television producer. You have to assume that wasn't a hoax.
