Correct. Thom Yorke wrote the song after a long long night started at a Los Angeles "hot spot" bar. Creep was on the radio, and americans were digging it. He was disgusted and overwhelmed by all the "yuppies" that persisted in trying to become his go-to-guy, and their ways about enjoying an evening. It was his first time seeing the sociciality of the society that all people seem to want to be part of. The elite.
In my own opinion, paranoid android was a reflection himself to .. this.
I love how the studio version of the "off with his head man" is so intense and hardcore... and in this version it's so anticlimactic and utterly beautiful.

First heard this song on jools holland it blew me away ,fav radiohead song in my opinion its a work of art.
