Sorry I got a little sensitive. The video is off of the 911 Television archive and yes those forecasts are the washington ones; roughly the same for NYC that day.

The US weather map and the rain in florida are as shown in the archive.

The point is that, in fact, the day was to be partly cloudy (Big Al's weather map), not crystal clear.
