I think Gibbs KNOWS the two of them have some feelings for each other. I think he also knows that Rule #12 (Never date your coworker) will probably be broken if they ever express themselves beyond the office place professionalism he expects.

Why?

Because he did break his own rules with Director Jenny Shepard. There is nothing he can do if Tony and Ziva do indeed act out their feelings for each other.

I agree with you and WOnky19.

I'm not a "shipper" who thinks all the TV leads should get together. The proposed pairing usually doesn't make sense, and using most shows to portray these relationships wouldn't work for various reasons (format, mood, whatever).

But Tony and Ziva BELONG together, such a relationship would WORK on this show, and the writers are EXCELLENT!!!

During his undercover relationship with Jeanne Ben Noir (spelling?), Tony made up a lot of excuses to leave the NCIS office. Ziva worries he's still sick (from the Pnumonic Plague in Season 5), and wonders if it's not that, what the HECK is going on? Tony usually brags about women. Gibbs also knows Ziva's jealous of a possible relationship.

I don't know *why* I wrote Season 5.

In case I confused anybody unfamiliar with the chain of events...

...Ziva (not Kate) being worried is correct. (Kate died the episode after Tony's illness, which happens about 2 weeks later in imaginary time).

So Kate was there when Tony was sick, but dies 2 weeks later, the end of Season 2, A couples seasons later, when Tony is sneaking off with Jeanne Benoit, Ziva worries he still has remnants of the illness from Season 2.
