I know all about that. However, upon 2-3 transfers, you do in fact reach an American. It's really not difficult to tell when it is an Indian or foreigner who is speaking from a script. When you discuss matters outside of their script they become beligerent, argumentative, and offensive. Finally xfered to an American woman who resolved my problem after I explained it in two complex sentences (i.e., not simple 5-year old sentences which Indian call centers can only understand for the most part) and told her she just saved an account. Had it ended with one of the 1st two foreign incompetent people I would have cancelled.
