Users donate from their own pockets to keep these sites up and running. Servers are expensive to fund. A large number of servers that are required to run the larger torrent tracking sites can be very costly.
Torrents will not be shut down for a long, long time. If they ever do get shut down something new will be created and replace the void.
Reporting terrorists or illegals in usa is every usa citizens right.
