The soap breaks the surface tension which holds the pepper, causing the pepper to want to ''hold" onto any surface tension, making it shoot away from the soap.

Example: If you dump ALOT of soap in your pool (don't do) and do a belly flop, it won't hurt as much because the soap broke the waters surface tension

I don't think its a reaction between the soap and pepper. It looks like the polarity of the soap moves the water causing the floating pepper to move. You should try putting something other than pepper that floats on water and see if ti behaves the same. I bet if you try placing olive oil on the water (which should be distinct because its yellow) that the oil will surround your finger while the water repels.

@calisaetia Haha, i wasn't talking about polarity in terms of magnetism. I was talking about polarity as an intermolecular force (the forces between molecules). I donno if you have taken chemistry, and it would be really hard to explain if you haven't. But the concept is kinda like magnetism in the sense of an attraction or repulsion between molecules. Just wikipedia the terms; polar, non-polar, and intermolecular forces. Hope this helps.

simple... water has a surface tension. the peppers are small and have a low density wich makes them lighter than water, and wont break the surface tension because of the size and density. when you put soap in water it "breaks" the surface tension. you put your soapy finger in the middle of the water wich breaks the surface tension and "pushes" the peppers to the side. it wont work the second time because the surface tension has already been "broken". simple effect, and not hard to understand
