Ps2 versions of the Godzilla games are not that great. I had a ps2 and ps2 Godzilla game and it sucked. I'm glad I got a wii now.

That is Godzilla 2000's "rage" action. In the parts of the game where you can power up to the rage section each character has a special action that they can do after they collect a rage power up.

On the PS2 after you get that power up you have to push the X and O buttons at the same time to activate it.

Get rage, then press O and X at the same time. Same for all other monsters (Except Mothra)
