Bossier is also home to Barksdale Airforce Base, which is in turn headquarters of the Strategic Air Command. This being said, I think it's understandable to assume there would be several key targets in the area that would appeal to terrorists, a military base, highly concentrated population, etc. I'm not saying I totally agree, but not all the info was provided.
