Go to your steam browser > Click file up in left cornor > Click settings > Click interface > Change your language.

I've also added how to change your language at 0:57 now

Disable sprays, what do you mean? by your server or just so you can't spray yourself?

well in gmod and tf2 you can disable sprays so you cant see them all
