Another thing, Frankie Valli, and his Italian-American style was very 1950s this is another reason why this song (having a groovy late 60s - 70s sound) is better suited for a black artist. Imagine James Brown singing this. It would be mind blowing!

middxguy58 you are partly right, there are some white singers that have powerful voices. (eg, Christina Aguilera a soprano voice who can sing the high "E" in full voice. But generally that is not the rule and while white singers are good for melodic/ballad style tunes, black singers with their gospel church training more often than not have amazing voices.
