The floor could be built to be floating and not powered by hydraulics. If you fabricated a large scisor rack under it to keep the movement parrallel you could simply make the floor with a 1-2 foot rim which would trap air like a upside down cake pan. To keep the floor perfectly level and solid when raised you would attach cables to the four corners which would limit how high it could rise when air was pumped under it. A hatch in the floor would give a diver access to the underside.
