If you line up enough people (not in an actual game) and shoot, only a few will get killed the first shot, and it will end up taking 3 shots for 15 people.

Therefore, the game does not completely allow a killionaire with a single sniper clip, it is still possible, but just requires an extreme amount of skill or chance...
