We always needed whole networks of these, connected by tunnels deep underground, so that humans could survive for decades after a nuclear holocaust, similar conditions following an asteroid collision, gamma ray burst, or more gradual human induced calamities such as the loss of the ozone layer, severe air pollution etc. Or just to let the Earth repair it's self. To feed the inhabitants, hydroponics could be utilized. For energy, a combination of wind and geothermal could be used I suppose...
