Zonbu is software, it is limited to what the applications can do. Zonbu in an atom pc = low watt usage, zonbu in a high end Phenom II X6 pc = high watt usage.

A standard desktop PC (without monitor) uses around 150watts.
He is saying the Zonbu uses 12watts.
So the Zonbu uses about 8% of the power needed to run a regular desktop PC - which will safe you a lot of money if you think about it.
