Its The Suieitaikai for PS2!! A Simple Series 2000 game. I used to play a lot!
Its a fun (but rather silly) party game with cute bikini girls!
If you like this game theres a English language version released for Europe.

I think i might have seen this game before on a "Crazy Adam's" skit on G4's X-Play. And if this game was meant to be "Japan-only", why are the freaking credits in English?

A lot of Japanese games have English in them. Ever seen the ending credits to arcade games? The exact same in Japan.
