This guy is a known person and very hard to deal with. The Officer in the video was a very professional and courteous officer and a pleasure to work with, unfortunately Ofc. Dowell died in 2010 just before Christmas while volunteering at his church. Brian Dowell fell from the roof of his church while installing a self made steeple. Brian was a great person, great family man , and a wonderful partner that always had your back Brian will certainly be missed by all who were lucky enough know him.
