the lc part isn't, it is a place where u can get by the ganton gym glitch or by the saint mark's bistro mission, but superman is a mod.(actually u can see it's an interior beacause the map is blank so yeah, it's not a mod, there are several tutorials right here on youtube on how to get to lc from sa without mods)

It's very easy, you have only to do a few of steps.
1.go to google and search "gta san andreas superman mod" and search the download.
2.read the redme of the file and install it..
°Be carreful, if you do wrong something your gta sa will be die,
