Characters who are stronger than both Sasuke/Itachi;

Pein, Jiraiya, Kisame, Killer Bee, Raikage, Naruto (sage), Orochimaru (if he didn't get buttfucked by faggy-tuskiyomi)... probably Gaara as well.

Shippuden Sasuke just throws Amaterasu at everything because Kishimoto has a Uchiha fetish.
