Microsoft lied to them about making new ip's but were really just using the dreamcast as a testing ground for there x-box and stabbed sega in the back when they had got the just of making console games. 2 the dreamcast only had one analog stick where as the other sixth gen consoles had 2. 3. dreamcast games were extremely easy to pirate, and 4. third party developers were being bought out like crazy keeping sega from getting good third party exclusives.
