Third off this game isn't even suposed to be like the other Halo games at al. Those are ODSTs (Orbital Drop Shock Troopers) in the pods. The pods are called HEVs ( Human Entry Vehicles.) ODSTs are human troopers. Halo 3 Recon takes place right after the covenant landed at new mombassa. The chief is probably on delta halo like u said or on the forerunner ship on his way to earth.

The game was commisioned by Microsoft, which means it was not something Bungie "were dying to do", thus meaning that Microsoft will play a big part in this, so expect there to be lots of story 'patching' as Bungie fills in the gaps.

But just because Microsoft are making this Bungie's last game before they take over development, don't expect the quality to be any less than what bungie have done in the past.
