yes they are. and in their documentary "In Transit" there's this part where Ryan Gentles does a mock interview with Julian and he's like "well, we just ripped off a bunch of Velvet Underground covers basically" because when they first came around a lot of critics were saying that they were carbon copy of the VU or something. it's pretty funny.
