Technically, it is the case that only civilians will be killed in Afghanistan. It is simply that some are combatants and some are not. The force multiplier argument is part of the COIN doctrine, as opposed to out-and-out military action. The complication with saying that we have no business over a civil war, is that we have to take in the refugees, of which the EU and US already accommodate almost 200,000.
