It never occured to me that the presence of the monkeys was never explained, I hardly noticed them because they blended in to how weird it already was.
You either like it or you don't. There's no big joke to get, stop looking for it. If you really want a joke to get then it's how bizarre and irrelevant can Vic and Bob make their jokes? They just pick a scenario then do completely unrelated things within it.
Saw a comment where someone wanted to know to what purpose this sketch was looking - WHAT?! What purpose does *any* comedy serve?

Imbeciles (I love that word) wearing monkeys on their heads! In what way can this be considered funny? Antiques Roadshow could be fertile ground for satire, but this example is a watered down exercise aimed at folk with low education and heavy regional accents.
Trust me, shooting stars (the show this was from) was hilarious. It probably was a little immature but it made me laugh every time :). That's all that matters I guess

It doesn't get much more farout than this (unless its something else Vic & Bob have done lol), I just wish they hadn't got sidetracked with Shooting Stars and Families At War et al. Whilst those were ok (well Shooting Stars was superb actually), for me I think Vic & Bob were at their absolute finest on the Smell of Reeves & Mortimer.
