but the cinematography is surprisingly good. actually better than movies that are out in japan today.

personal opinion. No

bad lighting, effects, and acting. Even something that is considered high budget, still seems low budget.

I don't think Japan spends much on movie industry, it all goes to animation.

I think the same. Japan animation are so much better quality. Japan have anime and USA have Movies. drama, horror, comedy, every are in anime on japan.
