I do not believe they are deliberately conning people out of money..PP are mega huge and as such they produce set procedures in how they handle peoples money. If a transaction is out of the norm they will flag it and,usually they will suspend payments.Answer: Phone them and get them to verbally explain why they did what they have,it happened to me twice,very frustrating. Get a persons ID and deal only with them. I have found that if you deal with one person and explain to them,they will solve it
This is fraud. What is the attorney general's office doing about this? I got screwed by Paypal in a minor way but they still screwed me and wouldn't do anything about it. I'm going to stop using them even though I sometimes want to buy things on ebay. It's just not worth the frustration. People can fight back by taking their business elsewhere.

You know when you get hateful with a customer service agent (they've probably had it all day) they just click a few buttons and wammo make it worse for you. Just be as kind as possible pretend you don't care about it and usually it can be resolved. I did this with PayPal it was resolved in 48 hours. It was a lot more then $200 too.

Okay, you're complaining about a limitation placed on your account. Of course it's going to be flagged because as you said it's a new account set up in the UK. All of a sudden you receive a payment for 200 USD which is NOT your primary balance.
The request was cancelled for 2 reasons: The person you requested denied it or 30 days passed, it's a user initiated system.
If PayPal was making some massive bucks then why wouldn't they allow you to receive more payments to hold? Money laundering much?

They hit me just when my business started to grow and effectively killed it. I did not do anything bad, just grew my revenues, didn't open multiple paypal accounts either. and it said i will get my 2.45 back after entering the code they sent me with the transition. I clicked send and when to my card websight to log into it to see the transition. I could see cleary they charged that 2.45 but there was no code in the description like there was supose to be! I sent money to my girlfriend in the US to buy a laptop on ebay, they held the money on her account, I called paypal and told them that i wanted to send the payment to her because i wanted to use her paypal account in the US to purchase a laptop.
I repeatedly told them that "I" was sending the payment to her and that "I" was willing to do that and there was no reason for them to hold the money on her account.
Paypal/Ebay is a scam. They removed hundreds of dollars from my checking account, said they had no record of it. My bank traced it to their Wells Fargo in Singapore and Paypal would not investigate it, even with a ACH trace number. They kept my money. You cannot talk to anyone who makes decisions, only tier 1 in India who could see the transaction but did not have the "tools" to do anything about it. Once it got "escalated" to morons who have not graduated 3rd grade, no one could see the trans.

if you had an account limited in the past, and you open another one with different finantial info, it migth be consider risky, if you use finantials under a different name could be the reason or if you log in from a different location could be too !! the just need you to provide a credit card statment or proof of address and if you remove the limitation your money will be avilable... the invoices are invoices of the items you are selling ..
Paypal froze my account for receiving a gift they thought it was too high. now they are commanding that I send them "Photo ID, Social Security Number, and proof of address" or they'll just keep all the money I have. Not only that, I can NOT close my account, that way they'll continue to have full access to my bank and money. That's why I'm calling my bank to change my number.

The date that was posted for this so-called activity was during a time that I hadn't even been on my account in several months. These companies need to be properly regulated. Government and the financial services industry need to get their act together and protect people from institutionalised incompetence such as paypal. Their supposed security and process glitches actually benefit them in many ways, allowing them to make interest and levy charges while at the same time forcing customers to bridge the massive gaps in their awful business processes.
PayPal is terrible!!...they will freeze your account for any reason and hold your money for up to 6 months!! (also in the 6 months they will keep the interest your money is making, so its a scam!) example: if your selling on ebay and always make $20 here...$30 there...ok...BUT if all of a sudden you make say $1000 in one sale...they will shut you down to "Investigate". that happened to me and now all my money is held by them!...google "PayPal lawsuit" or PayPal sucks...

I just got robbed by Paypal today! This DEADBEAT loser (ebay name stkwireless) bought not one but TWO 32" flatscreen televisions from me. AFTER I shipped them out he emails me saying, "I ordered the wrong model...sorry about that! I'm just going to refuse the delivery." I told him sorry, but I do not accept returns, as stated in my eBay ad. That motherfucker refused the packages so I was charged not only for the original shipping but the return shipping as well! $154 and Paypal backed him!

Okay, you're complaining about a limitation placed on your account. Of course it's going to be flagged because as you said it's a new account set up in the UK. All of a sudden you receive a payment for 200 USD which is NOT your primary balance.
The request was cancelled for 2 reasons: The person you requested denied it or 30 days passed, it's a user initiated system.
If PayPal was making some massive bucks then why wouldn't they allow you to receive more payments to hold? Money laundering much?

I could see cleary they charged that 2.45 but there was no code in the description like there was supose to be! I sent money to my girlfriend in the US to buy a laptop on ebay, they held the money on her account, I called paypal and told them that i wanted to send the payment to her because i wanted to use her paypal account in the US to purchase a laptop.
I repeatedly told them that "I" was sending the payment to her and that "I" was willing to do that and there was no reason for them to hold the money on her account.

Paypal/Ebay is a scam. They removed hundreds of dollars from my checking account, said they had no record of it. My bank traced it to their Wells Fargo in Singapore and Paypal would not investigate it, even with a ACH trace number. They kept my money. You cannot talk to anyone who makes decisions, only tier 1 in India who could see the transaction but did not have the "tools" to do anything about it. Once it got "escalated" to morons who have not graduated 3rd grade, no one could see the trans.

I have been trapped by the paypal scam myself. The scenario:
-I sold a keyboard on ebay
-Payment was made by buyer through paypal
-Paypal froze my account for the following reasons:
1)Purchase was more than $100
2)It was the first transaction
3)Purchase was for "high risk" item.
That last one gets me. A keyboard is a "high risk" item?
I had to fight for 3 weeks to get my payment from these bastards. Keep in mind this was not a new account, it had been used for 8 years already.

if you had an account limited in the past, and you open another one with different finantial info, it migth be consider risky, if you use finantials under a different name could be the reason or if you log in from a different location could be too !! the just need you to provide a credit card statment or proof of address and if you remove the limitation your money will be avilable... the invoices are invoices of the items you are selling ..

So, what I'll do is create another paypal and eBay account, get a temporary bank account (with false address and no mailing statements of-course) and sell some things on eBay. Then I'll quickly take my money out and Paypal will have to pay the eBayer his or her money back when they don't receive the item. I've had to do it once before and it worked. (Yeah, this is the second time Paypal has done this to me.) Paypal isn't that hard to fool. Just don't use your own computer. ( IP address)

Man, I know how you feel! I have $199 in an account right now, but my account is locked because of "suspicious activity." The date that was posted for this so-called activity was during a time that I hadn't even been on my account in several months. To unlock my account, they want me to fax a copy of my drivers license, a utility bill (for proof of address), my checking account number, and they even want to call me to "verify" where I live. Stuff like this pisses me off!

These companies need to be properly regulated. Government and the financial services industry need to get their act together and protect people from institutionalised incompetence such as paypal. Their supposed security and process glitches actually benefit them in many ways, allowing them to make interest and levy charges while at the same time forcing customers to bridge the massive gaps in their awful business processes.

PayPal is terrible!!...they will freeze your account for any reason and hold your money for up to 6 months!! (also in the 6 months they will keep the interest your money is making, so its a scam!) example: if your selling on ebay and always make $20 here...$30 there...ok...BUT if all of a sudden you make say $1000 in one sale...they will shut you down to "Investigate". that happened to me and now all my money is held by them!...google "PayPal lawsuit" or PayPal sucks...

Here's the Paypal modus operandi:
1. You open a Paypal account to accept payments on eBay or your website.
2. Everything goes fine for a while
3. Paypal suddenly freezes your account and demands a ridiculous laundry list of documents they know you don't have.
4. Paypal keeps the money when you can't provide those documents, and sometimes even if you do.
Paypal is nothing but a criminal organization and everyone in the company should be serving time in prison.

I have $2000 locked of my own money which I personally transferred from my bank account. In saying this, I know it is for the safety of the money. Anyone could have transferred the 2000 if they accessed my paypal

I just got robbed by Paypal today! This DEADBEAT loser (ebay name stkwireless) bought not one but TWO 32" flatscreen televisions from me. AFTER I shipped them out he emails me saying, "I ordered the wrong model...sorry about that! I'm just going to refuse the delivery." I told him sorry, but I do not accept returns, as stated in my eBay ad. That motherfucker refused the packages so I was charged not only for the original shipping but the return shipping as well! $154 and Paypal backed him!

OK after many threats to sue PayPal in small claims court, they agreed to transfer the money in the limited account to my bank. Should arrive today or tomorrow. Thank GOD!.

How the hell is someone supposed to run a business and make money without the fear of Paypal holding funds and limiting accounts? Some people rely on eBay to pay their bills. If paypal decides to place a limitation on a business owner's account, that person could end up in financial ruin b/c they cant pay their rent and other bills.

PayPal are dicks. I have a little over $100 in my PayPal account. I logged in 2day and it said my account was limited. WTF. They tell me that they have placed a limitation on my account because they need more information to prove that I am the owner of the account. They need me to send them a copy of my ID and SSN card to prove that the account is mines. I cant access MY fucking money until they recieve/review my faxes. LORD KNOWS HOW LONG THAT IS GOING TO TAKE. Fuck PayPal. They are a SCAM.

also, my cell phone bill is due Monday. If I dont pay it on time, the phone gets cut OFF. PayPal could take 3 days or 3 WEEKS reviewing the info they need. That means my cell phone will be turned OFF until I can withdraw those funds at an ATM with my paypal debit card. When getting the phone turned back on, I will have to pay a FEE because I was late with my payment. SCAMMERS! STAY THE FUCK AWAY FROM PAYPAL! THEY HOLD YOUR MONEY HOSTAGE AND YOU CANT DO ANYTHING ABOUT IT!

Fuck man, why is it goddamn Ebay only accepts Paypal and yet the site is shit? I didn't use my account for a year and a half, never actually made any transactins and when I logged into it recently it was locked.
Got the mess fixed up, but when I tried to sent myself $300 to buy some parts for my car it tells me its gonna take a whole fucking MONTH to send that money for Gods sakes... I should of just asked my dad if I could use is credit card, I could of had the parts by now.

Echh, i have exactly this situation. One accoymt locked on 370 pound, second on 650 pound. Paypal need proof of delivery of items who i sold from UK to States one day ago (maybe Superman can delivery items from UK to States in few hours i can't) plus invoices for items who i made and who sell me it? LOL, i need make invoices for myself? Also paypal reverse my fund withdrawal to my account.
Money transfer company, but if you try made transfers is suspicious. Amazing.

The dispute does not starts within 21 days while PayPal holds the money for seller unless the seller ships the product and then they will release it early. The dispute starts within 45 days after the seller receives the payment into the bank and after the buyer receives the product.
