A "monitor man" is the sound man who runs the PA system. Those wedge-shaped speaker cabinets you see on the floor in front of the performers are the monitors. It is ABSOLUTELY ESSENTIAL that those speakers are turned up loud enough for the singer to hear themselves clearly.

If the monitors aren't working properly, the singers have to scream to hear themselves. Sometimes the sound man is at fault, but it could be poor equipment too.
