The lyrics are actually about heroin addiction. Daddy = heroin (or whatever drug/vice you have), the "crashed car" is your life when you are taking the stuff. The imagery such as the Trabant cars were used to symbolise that Achtung Baby was recorded in Berlin around the same time the Berlin Wall came down - symbolising the fall of communism. I think the Stalinist fanfare at the beginning of this song was carrying on with that theme.
