While obviously being an inspiration, saying someone 'copied' this completely is just dumb. They are obviously two different creative works, with 'All of the Lights' having more than simple pacing and presentation as in this vid. Creative ideas have to be expanded upon to flourish. 'All of the Lights' not only brings this 'idea' more into the public view, but also adds to it.

For the record, this credit sequence wasn't Noe's original idea either. He got it from Thorsten Fleisch's short film Energie!, and then hired Fleisch to help with the title sequence (though I think he may have only made the actual title with the energy sparks flying off of it, not sure though about the specifics).
