I looked it up and realized it was a grenade launcher, but the terms,"rubber bullets" and "grenade launcher" threw me off

its a specialised riot gun used by riot cops when it gets too thick, a grenade launcher is much too powerful to be fired into a crowd at the risk of any kind of load hitting someone directly.
