The baby is not his, Judy Greer's character was a nanny who "kidnapped" the baby she babysat when the child's mom was neglectful. At the end, Ryan asks Horatio and they let Judy's character go, and Ryan calls CPS on the mother. I hate when he is in a sweater vest!
