1 - Because this is a contrapuntal piece, there is also the imitation of a theme, but it doesn't have the structure and technical features of a fugue. Not all polyphonic pieces are fugues.
2 - It sounds more dissonant because, in this case, the theme is immediately counterpointed by another voice that suggests strange harmonies.
I LOVE it, but I never understood two things about this piece:
1 - this is not a fugue
2 - the theme sounds like Prelude 20 In A Minor (J.S. Bach, Well Tempered Clavier, Book 2 ). I don't know if it's intententional or a coincidence. However, for me, this does not affect the value of this track.
1- why you say this is not a fuge? doesn't it create a polyphony in between instruments?
2- from my ignorant ear yes, it may have a reminiscence to Bach Fugue No 20 but more "dissonant and unpredictable" (sorry for my lack of theory, i'm talking from an amateur point of view)... closer to the work of Gould i'd say for e.g.

I'm glad I tried something new.
I own 'Moving Waves' and 'Live at the Rainbow' on vinyl, but this is the first track aside from those albums that I can recall hearing.
