That´s the outflow-valve for the pressure cabin. It will automatically close during takeoff-roll.

That has to be the first A319 I have seen with IAE engines AND two emergency exits, I thought that was exclusive to the easyJet A319s, and they are all CFM powered...

Germanwings has ordered them with two emergency exits over the wing. It's an option for this aircraft. It allows you to carry 156 passengers on board.

Germanwings doesn't operate the A320 any more.

Easyjet has ordered the same option with two emergency exits over the wing.
