The footage you are all watching is the Battle of Hue City 1968, the Marine infantry from 2nd Battalion, 5th Marine Regiment was engaging the enemy in the old Presidential and historical city of Hue. It was bloody house to house fighting. The film "Full Metal Jacket" focus the latter part of the film around this battle.

anyone with a sliver of knowledge about shooting will tell you that blindfiring in a combat zone is irresponsible and highly dangerous to friend, foe and civilian alike.

To begin you don't know if it's not "blind firing". Describing what you can see on the screen of a video excerpt from 40 years ago at a place where you have never seen the terrain or the enemy or anything else is certainly an opinion based on ignorance. On so many levels.

There are times in combat when the sole objective is to put rounds downrange towards the enemy in order to achieve what is called fire superiority. When it is achieved the enemy is then on the defensive...he has put his head down and stopped firing his weapon.
