It is probably the best selling exclusive on ps3 and while it might not have Halo numbers doesn't mean it has to go to 360. Yes, yes it is. But shouldn't it be considered a glitch since you're not supposed to meet him during the gameplay. To trigger this you have to either throw a grenade at Niko right at the beginning of the mission, or use the grenade launcher.

Normally you only see him for about 5 seconds, and then he's gone but if you blow him up he'll stop and start running in circles. Oh and he's invincible, that's enough to call this a glitch.
