Does anyone know whether this was a parody of a specific TV program or just another one of their brilliant off-the-cuff ideas? I love the addition of that ginormous dog.

An explanation is on order.
In the 70s British children's TV was seen as patronizing with a tendency to over simplify complex issues so young minds could understand things.
Now the adult TV shows are the ones that are dumbed down.
