Anyone slagging off Liverpool can do as they please. I live in Stoke and have been visiting Liverpool regularly since I started seeing my Scouser boyfriend 6 years ago. I have never had a single problem whilst being there. I feel safe in all areas of the city, and I intend to move there eventually. I have always found the people to be friendly, funny and welcoming, and anyone making their jokes has more than likely never even been there. So just laugh it off people, we know the true Liverpool :)
