well originally halo 2's ending was going to end the series. unfortunately with microsoft pushing for the release bungie had to make some cuts which is why it ended on the cliffhanger.
the reason i think people hated it was because it ended so abruptly. you had started all of these conflicts and nothing was really accomplished, and most people disliked the arbiter missions so finishing the game as him is a bit dissapointing.
@Plus1Attack That is completely incorrect. Halo wasn't intended to be a long term franchise, when Halo 2 was created they intended to continue into a trilogy.
The problem they faced was budget cut backs because of the crunch, they were forced to release before they had finished developing the game. They had intended for chief's return to Earth to be the climactic battle of the game, instead they had to make the climax against the brute and to have a tacked on ending of chief heading home.
